The goal of the audit function is to present an independent and objective evaluation of the state of the internal controls with appropriate recommendations to mitigate any detected risks if applicable. At the highest level, the audit function requires an audit charter to establish the IS audit function. The charter defines what responsibilities senior management is delegating. The audit department should report to the audit committee. The audit department should not report to senior management directly because it might create an independence problem.

Although this is the rule, you’ll find audit department heads that report to senior management on day-to-day issues and concerns. The audit committee is responsible only to senior management and the board of directors; the audit committee should report findings directly to them. More specific audit plans can be developed next.
